I really hated that swimsuit. It was quite possibly the worst design I have ever seen, just in terms of practicality.

I've seen male bathing suits do much the same thing. It's quite annoying.

That double surface, all the way up - maybe they assumed more head-down movement in the water?
Or didn't remember that fabric behaves differently, when wet?
Or specified a fabric that would let air through when wet - and someone in management decided to switch fabrics?
Or maybe forgot that bathing suits get wet?
@Dad: For some reason, I'm leaning toward your last suggestion. Or the management mishap.
